There has been a configuration error. There is insufficient data available to provision this device.
The system has attempted to generate an identifier for the user and failed. This is usually a PIV compliant FASCN.
If a FASCN is expected, the user lacks mandatory data. Please enroll the user again. Details of the missing data will be highlighted in the Audit Report. If a FASCN is not required, change the node BuildFASCN from 1 to 0 in the relevant CardProperties file. See the mobile documentation for further details.
