The user does not have suitable permissions to complete the issuance process, or does not have access to the Credential Profile being requested.
If this occurs during the provisioning of a mobile device, the user must have access to Collect My Updates (Workflow 242) for device logon. Permissions can be edited in the Edit Roles workflow. Credential Profile permissions can be edited via the Credential Profiles workflow. Consult the Mobile documentation for further details.
