The selected user is either disabled, or has not been approved for card issuance.
Solution
Users can be enabled, and approved for credential issuance via the Edit Person or Edit PIV Applicant workflow. Alternatively, if user data approval is not required, the requirement can be removed via the Credential Profile workflow.
